1. Proof of identity

2. Social Security numbers
Required for every person who is applying for coverage, but not for household members who are only counted for household size. A non-applicant parent does not have to give one.
3. Proof of citizenship or immigration status
A US passport or a birth certificate proves both identity and citizenship at once. Lawfully present immigrants generally serve a five-year wait for full Rhode Island Medicaid (RIte Care), though children and pregnant women are exempt in many states — and emergency Medicaid covers labour, delivery and emergency care regardless of status.
4. Proof that you live in Rhode Island
A lease, utility bill or piece of official mail. Rhode Island Medicaid (RIte Care) is state residency, not citizenship of the state — you qualify from the day you intend to stay, with no waiting period.
5. Current income for everyone in your tax household
Pay stubs, a benefit award letter, or self-employment records. Rhode Island Medicaid (RIte Care) uses MAGI — your tax household, not the people under your roof — so a roommate's income is irrelevant and a tax dependant's counts. The limit is $2,969 a month for a household of three at 138% of poverty.
6. Details of any other health coverage
An employer plan, a Marketplace policy or Medicare. Having other coverage does not automatically disqualify you; Rhode Island Medicaid (RIte Care) can pay second, and people on Medicare should also be screened for the Medicare Savings Programs.
7. Medical bills from the last three months, if you have them
Rhode Island Medicaid (RIte Care) coverage can be backdated up to three months before the month you applied, as long as you were eligible then. Unpaid bills from that window are the reason to file even if you no longer need care today.
8. Proof of a qualifying category, if you are not income-eligible on your own
Pregnancy, disability, being 65+, or having children each open a separate Rhode Island Medicaid (RIte Care) pathway with its own, higher income limit — apply under the one that fits rather than assuming a single number.

What Rhode Island will NOT ask you for
- No asset or resource test. Income-based Rhode Island Medicaid (RIte Care) eligibility has had no asset limit since 2014, so savings, a car or a house do not disqualify you. (Long-term-care and 65+/disabled pathways are the exception and do count assets.)
- No open-enrolment window. Unlike a Marketplace plan, you can apply for Rhode Island Medicaid (RIte Care) on any day of the year, and coverage starts the first day of the month you applied.
- No premium in most cases, and no cost for children's preventive care. Cost-sharing where it exists is capped at 5% of household income.
Filing and timing in Rhode Island

- Rhode Island has 45 days to decide most Rhode Island Medicaid (RIte Care) applications and 90 days when a disability determination is needed; 15–45 days is the normal range in practice.
- Apply for children separately even if you are denied. Children are covered far above the adult limit through Rhode Island Medicaid (RIte Care) and CHIP in every state, Rhode Island included, and a household denial does not carry over to them.
- If you are turned down on income, the Marketplace will quote a subsidised plan and your Rhode Island Medicaid (RIte Care) denial itself opens a special enrolment period.
