MaineCare is decided on documents, and the list is shorter than most people expect: there is no asset or resource test for income-based (MAGI) MaineCare, so no bank statements, no car valuations and no look-back on savings. Maine expanded Medicaid, so income is the whole test for adults 19โ64: at or below 138% of the federal poverty level, about $1,732 a month for one person and $2,969 for a household of three. Below is exactly what Maine DHHS Office of MaineCare Services will ask you to produce.
Documents Maine will ask you for
You do not need all of these before you file โ filing early protects your start date โ but every one of them will be requested before a decision is made.
1. Proof of identity
A Maine driver's licence, state ID or passport for each person applying. A birth certificate works for children.
2. Social Security numbers
Required for every person who is applying for coverage, but not for household members who are only counted for household size. A non-applicant parent does not have to give one.
3. Proof of citizenship or immigration status
A US passport or a birth certificate proves both identity and citizenship at once. Lawfully present immigrants generally serve a five-year wait for full MaineCare, though children and pregnant women are exempt in many states โ and emergency Medicaid covers labour, delivery and emergency care regardless of status.
4. Proof that you live in Maine
A lease, utility bill or piece of official mail. MaineCare is state residency, not citizenship of the state โ you qualify from the day you intend to stay, with no waiting period.
5. Current income for everyone in your tax household
Pay stubs, a benefit award letter, or self-employment records. MaineCare uses MAGI โ your tax household, not the people under your roof โ so a roommate's income is irrelevant and a tax dependant's counts. The limit is $2,969 a month for a household of three at 138% of poverty.
6. Details of any other health coverage
An employer plan, a Marketplace policy or Medicare. Having other coverage does not automatically disqualify you; MaineCare can pay second, and people on Medicare should also be screened for the Medicare Savings Programs.
7. Medical bills from the last three months, if you have them
MaineCare coverage can be backdated up to three months before the month you applied, as long as you were eligible then. Unpaid bills from that window are the reason to file even if you no longer need care today.
8. Proof of a qualifying category, if you are not income-eligible on your own
Pregnancy, disability, being 65+, or having children each open a separate MaineCare pathway with its own, higher income limit โ apply under the one that fits rather than assuming a single number.

What Maine will NOT ask you for
- No asset or resource test. Income-based MaineCare eligibility has had no asset limit since 2014, so savings, a car or a house do not disqualify you. (Long-term-care and 65+/disabled pathways are the exception and do count assets.)
- No open-enrolment window. Unlike a Marketplace plan, you can apply for MaineCare on any day of the year, and coverage starts the first day of the month you applied.
- No premium in most cases, and no cost for children's preventive care. Cost-sharing where it exists is capped at 5% of household income.
Filing and timing in Maine
- Apply through My Maine Connection (www.maine.gov/dhhs/ofi), run by Maine DHHS Office of MaineCare Services, or by phone on 855-797-4357.
- Maine has 45 days to decide most MaineCare applications and 90 days when a disability determination is needed; 15โ45 days is the normal range in practice.
- Apply for children separately even if you are denied. Children are covered far above the adult limit through MaineCare and CHIP in every state, Maine included, and a household denial does not carry over to them.
- If you are turned down on income, the Marketplace will quote a subsidised plan and your MaineCare denial itself opens a special enrolment period.

Maine DHHS Office of MaineCare Services asks for photo ID, Social Security numbers for each person applying, proof of citizenship or lawful immigration status, proof of your Maine address, and current income for everyone in your tax household.
