Medicaid Documents Checklist โ€” New Jersey

NJ FamilyCare is decided on documents, and the list is shorter than most people expect: there is no asset or resource test for income-based (MAGI) NJ FamilyCare, so no bank statements, no car valuations and no look-back on savings. New Jersey expanded Medicaid, so income is the whole test for adults 19โ€“64: at or below 138% of the federal poverty level, about $1,732 a month for one person and $2,969 for a household of three. Below is exactly what New Jersey Department of Human Services will ask you to produce.

Documents New Jersey will ask you for

You do not need all of these before you file โ€” filing early protects your start date โ€” but every one of them will be requested before a decision is made.

  1. 1. Proof of identity

A New Jersey driver's licence, state ID or passport for each person applying. A birth certificate works for children.

  2. 2. Social Security numbers

Required for every person who is applying for coverage, but not for household members who are only counted for household size. A non-applicant parent does not have to give one.

  3. 3. Proof of citizenship or immigration status

A US passport or a birth certificate proves both identity and citizenship at once. Lawfully present immigrants generally serve a five-year wait for full NJ FamilyCare, though children and pregnant women are exempt in many states โ€” and emergency Medicaid covers labour, delivery and emergency care regardless of status.

  4. 4. Proof that you live in New Jersey

A lease, utility bill or piece of official mail. NJ FamilyCare is state residency, not citizenship of the state โ€” you qualify from the day you intend to stay, with no waiting period.

  5. 5. Current income for everyone in your tax household

Pay stubs, a benefit award letter, or self-employment records. NJ FamilyCare uses MAGI โ€” your tax household, not the people under your roof โ€” so a roommate's income is irrelevant and a tax dependant's counts. The limit is $2,969 a month for a household of three at 138% of poverty.

  6. 6. Details of any other health coverage

An employer plan, a Marketplace policy or Medicare. Having other coverage does not automatically disqualify you; NJ FamilyCare can pay second, and people on Medicare should also be screened for the Medicare Savings Programs.

  7. 7. Medical bills from the last three months, if you have them

NJ FamilyCare coverage can be backdated up to three months before the month you applied, as long as you were eligible then. Unpaid bills from that window are the reason to file even if you no longer need care today.

  8. 8. Proof of a qualifying category, if you are not income-eligible on your own

Pregnancy, disability, being 65+, or having children each open a separate NJ FamilyCare pathway with its own, higher income limit โ€” apply under the one that fits rather than assuming a single number.

What New Jersey will NOT ask you for

  • No asset or resource test. Income-based NJ FamilyCare eligibility has had no asset limit since 2014, so savings, a car or a house do not disqualify you. (Long-term-care and 65+/disabled pathways are the exception and do count assets.)
  • No open-enrolment window. Unlike a Marketplace plan, you can apply for NJ FamilyCare on any day of the year, and coverage starts the first day of the month you applied.
  • No premium in most cases, and no cost for children's preventive care. Cost-sharing where it exists is capped at 5% of household income.

Filing and timing in New Jersey

  • Apply through NJ OneApp / NJHelps (www.njfamilycare.org), run by New Jersey Department of Human Services, or by phone on 800-687-9512.
  • New Jersey has 45 days to decide most NJ FamilyCare applications and 90 days when a disability determination is needed; 15โ€“45 days is the normal range in practice.
  • Apply for children separately even if you are denied. Children are covered far above the adult limit through NJ FamilyCare and CHIP in every state, New Jersey included, and a household denial does not carry over to them.
  • If you are turned down on income, the Marketplace will quote a subsidised plan and your NJ FamilyCare denial itself opens a special enrolment period.

Medicaid documents: common questions in New Jersey

What documents do I need to apply for Medicaid in New Jersey?

New Jersey Department of Human Services asks for photo ID, Social Security numbers for each person applying, proof of citizenship or lawful immigration status, proof of your New Jersey address, and current income for everyone in your tax household. Bring unpaid medical bills from the last three months as well โ€” NJ FamilyCare can backdate coverage that far. You do not need bank statements: there is no asset test for income-based NJ FamilyCare.

Does New Jersey Medicaid have an asset or savings limit?

Not for income-based (MAGI) NJ FamilyCare, which is how adults, children, parents and pregnant women qualify. Savings, a car and a home do not count, and there is no look-back period. Asset limits still apply to the pathways for people who are 65+, blind or disabled, and to long-term-care and nursing home coverage.

Can NJ FamilyCare pay medical bills from before I applied in New Jersey?

Yes, in most cases. NJ FamilyCare retroactive coverage reaches back up to three months before the month of application, provided you would have been eligible during those months. Ask for retroactive coverage explicitly on the application and attach the bills โ€” it is not granted automatically.

What is the Medicaid income limit in New Jersey and when can I apply?

New Jersey covers adults 19โ€“64 at or below 138% of the federal poverty level โ€” about $1,732 a month for one person and $2,969 for three. There is no enrolment window: apply any day of the year, and coverage runs from the first of the month you applied.
